The NPD has updated the best selling games of all time list as of December 2009 (US sales numbers) and has added Call of Duty: Modern Warfare 2 to the list coming in fourth place. The NPD has not yet release full sales data for all games, but have declared Wii Play the top selling game selling 11.1 million followed by Guitar Hero III at 10.2 million (all platforms), GTA: San Andreas at 9.8 million on (Xbox and Playstation 2) and Call of Duty: Modern Warfare 2 at 8.82 million. The top 10* best selling games are as follows:

4. Call of Duty: Modern Warfare 2 (PS3, Xbox 360)

7. Call of Duty 4: Modern Warfare (PS3, Xbox 360, DS)
8. Madden NFL 07 (PS3, Xbox 360, Xbox, PS2, PSP, DS, GC, GBA, Wii)
9. Call of Duty: World at War (PS3, Xbox 360, DS, Wii)
10. Namco Museum (DC, GBA, PS2, GC, Xbox, PSP, N64, PS3, Wii, DS, PSP, PS, Xbox 360)

We should also note that these numbers only extend from 1995 and beyond, given that’s when the NPD starting collecting data.
I guess that they are only counting individual sales, because Wii Sports is the best selling game of all time, in all regions since it is packed in with Wii’s in the western regions but in Japan it is a standalone release.
I believe they are discounting bundled games, many other games would be obviously on this list if otherwise.
